2015 Revised Underground Storage Tank Regulations

As many of you are aware, The U.S. Environmental Protection Agency (EPA) on June 22 issued final underground storage tank system testing and inspection regulations, marking the first significant revision to the regulations since they were issued in 1988 (notwithstanding the 1998 upgrade regulations).   In issuing the rule, EPA said the revised requirements include: adding secondary containment requirements for new and replaced tanks and piping; adding operator training requirements (currently in widespread implementation based on the 2005 Energy Act requirements and state implementation); adding periodic operation and maintenance requirements for UST systems; removing past deferrals for emergency generator tanks, airport hydrant systems, and field-constructed tanks; adding new release prevention and detection technologies; updating codes of practice; and updating state program approval requirements to incorporate these new changes.

CHANGES TO NEW HAMPSHIRE UST/AST CLOSURE GUIDANCE

If you are involved in the permanent closure and/or replacement of an underground storage tank (UST) or aboveground storage tank (AST) system or tank components such as underground piping, piping sumps or spill containment, it is important to familiarize yourself with the recent changes to the New Hampshire Department of Environmental Services (DES) guidance document titled"Requirements for Underground and Aboveground Storage Tank System and System Component Closure Sampling & Reporting" and to the UST/AST Closure Notification form

The ATG: Mr. Know-It-All

When I first entered this industry 11 years ago, I admittedly didn't know the first thing about how underground storage tanks worked, what was involved in operating them, or what it took to keep them in compliance.  Since then, I've had my hands in many things, and now feel as though I have a pretty solid understanding about each one of those things.  The one thing that seems to have really caught my attention through all these activities though, is the Automatic Tank Gauge (ATG).

New Hampshire SW UST Closure

If you have a single-walled underground storage tank in the State of New Hampshire, it is important to start planning for the implementation of the regulations set forth in 2005 requiring permanent closure by December 22, 2015.  As of that date, all such tanks containing regulated substance that do not have secondary containment and leak monitoring must be closed.
